You can use the WorldCat Metadata API 2.0 to identify the most popular Library of Congress and Dewey classification numbers for a given OCLC Number.
Current users of the WorldCat Metadata API 1.x are encouraged to upgrade to version 2.0 now.
OCLC recently completed a project which added Dewey classification numbers to more than 84 million WorldCat records. This enrichment saves time and increases efficiency for catalogers by providing Dewey classifications within existing cataloging workflows.
